Council is pleased to award the Percy Smith prize to Mr. Donald Gilbert Kennedy, it's understood the award is honorary with the object of allowing the fund to accumulate. The Council directed the author that the recommendation should have gone through the Professional Board of the Chairman, but admits they're equally at fault as they could've placed the letter before the Chairman.
